I've imported my bookmarks from the HTML file I previously exported, now going through and attempting to configure things the way I had them previously, but that seems to have resolved my issue. Long story short, I finally ended up removing Brave browser AGAIN (as first time I neglected to remove the %AppData% Brave folder, double checked my work with Bulk Crap Uninstaller, rebooted and then proceeded to re-install Brave. I even went so far as to try and capture a NetLog dump to see if I could figure out what might be amiss.
